Thousands of people turned out, dressed in costume, for the huge annual Hallowbaloo Street Festival that took over the Chinatown Arts District Saturday, with four outdoor stages featuring local and guest performers including headliner Xavier Rudd from Australia, Taimane Garner and her band, Go Jimmy Go, Black Square, John Cruz and several others.
